Dan Gillis, the sheriff of small coastal town named Potter's Bluff notices that the townspeople kill the tourists who arrive there. He accidentally hits a person with a car and realizes a patch of skin attached to his car. Dan sends the skin sample for inspection and realizes that the person who he had attacked was dead for about 4 months. Dan is present in a town filled with zombies which are crafted and masterminded by a man named Dobbs, who completely enslaves the dead to fulfill his plan of executing the living.
